Here are some flood types is protects against:

Join, part and quit protections:

on join/part flood protection (# JoinsParts/In # Seconds)

on join flood protection (# Joins/In # Seconds)

on part/quit (part/quit message over # characters)

Text, action and notice protections:

“Mass messages (# Messages/In # Seconds)”

“Long Messages (# Messages/Bigger Than #/In # Seconds)”.
